Second thoughts...

OK, we aren't going to sell.
I can't ignore the fact that I love this home and the potential it has.
Fuck the neighbors, I'm getting a privacy fence!!!

I thought it over and I've decided you should really sell your lead-infested house. I mean it's lead after all and that stuff is heavy to say the least. It's killing you right now.
Also, your neighbors aren't going to change and will probably be next door to you for the rest of your lives. You need to think about what kind of impression they are going to have on your kid(s).
Also, fences are so...territorial and American. Think of George Bush putting up a fence facing Mexico...do you want to be like the President? Building fences won't make your problems go away. Besides, keeping people out only keeps yourself in. And that's no fun.
I suggest videotaping your neighbs. and putting them on U-tube for laughs.

my house is totally lead infused. I had the kids tested for the first five years and they have had lower than accepted levels. The Iowa guy that handles it told me that as long as I keep the house vacuumed with a hepa filter and seal all questionalble areas. Too, sad about your grant though.
